California’s Statewide LAFCO Association

SUPPORTING CALIFORNIA’S LAFCO COMMUNITY

The California Association of Local Agency Formation Commissions (CALAFCO) is a member-supported statewide nonprofit association serving California’s Local Agency Formation Commissions. Since 1971, CALAFCO has brought commissioners, staff, and partners together through education, legislative coordination, professional resources, and the exchange of practical experience.

California’s communities vary considerably, but LAFCOs often address similar questions involving growth, public services, jurisdictional boundaries, infrastructure, and long-term community needs. CALAFCO provides a statewide forum for sharing local experience, strengthening professional connections, and responding collectively to emerging issues.

WHAT CALAFCO DOES

CALAFCO supports its members through statewide education, legislative coordination, communication, professional resources, and opportunities for collaboration. Each LAFCO remains an independent local agency responsible for its own decisions; CALAFCO does not supervise individual LAFCOs or review their local actions.

Education & Training

Education is one of CALAFCO’s highest priorities. CALAFCO provides conferences, workshops, webinars, CALAFCO University courses, and practical resources for commissioners and staff.

Legislative Coordination

CALAFCO represents shared statewide interests, coordinates member input, and focuses its legislative work on issues affecting LAFCO responsibilities and California communities.

Communication & Member Resources

CALAFCO provides timely information about legislative developments, Board actions, educational opportunities, and other matters affecting its members. Its growing resource library supports informed LAFCO practices statewide.

Member Connection & Outreach

CALAFCO connects LAFCOs across California, encourages the exchange of practical experience, and strengthens relationships among commissioners and staff through statewide outreach and opportunities for collaboration.

OUR STATEWIDE STRUCTURE

CALAFCO is governed by a statewide Board of Directors representing four regions of California. This structure brings together commissioners and Executive Officers from LAFCOs serving urban, suburban, and rural communities throughout the state.

Statewide Representation and Leadership

The Board consists of 16 elected voting directors, with four elected from each region. The governance structure also includes three appointed nonvoting directors: the Executive Officer, Executive Director, and Legal Counsel. Together, the Board establishes policy, approves the budget, provides strategic direction, and oversees the Association’s performance.

HOW CALAFCO WORKS

Board of Directors

Commissioners and Executive Officers from across California provide statewide governance, establish policy and strategic direction, and oversee the Association’s finances and performance.

Staff & Professional Support

The Executive Director manages day-to-day operations, programs, and member services under the policy direction of the Board. Professional and legal advisors provide specialized support as needed.

Regions & Volunteers

Regional Officers support communication and engagement within each region. Committees, member LAFCOs, and volunteers share their experience and help advance CALAFCO’s statewide programs.
