About Us
The California Association of Local Agency Formation Commissions (CALAFCO) is a statewide professional association that supports and serves California’s Local Agency Formation Commissions (LAFCOs).
Formed in 1971, CALAFCO provides education, coordination, collaboration, and professional support for LAFCO commissioners, staff, and others involved in local government, public service delivery, and regional planning throughout California.
California’s communities have changed significantly over the decades, and LAFCOs continue to play an important role in helping local agencies plan for growth, deliver services efficiently, and respond to changing community needs. From large urban counties to small rural communities, LAFCOs face different local circumstances but often share many of the same challenges.
CALAFCO helps bring the LAFCO community together to share knowledge, practical experience, and professional resources. The Association supports ongoing education and statewide coordination through conferences, workshops, training programs, legislative activities, professional partnerships, and member engagement.
While much of this work happens behind the scenes, it supports important local government decisions involving municipal services, jurisdictional boundaries, infrastructure planning, and long-term community development throughout California.
CALAFCO’s work is guided by its Board of Directors and supported by committees, volunteers, member agencies, and professional partners committed to effective local government and sustainable communities statewide.
At its core, CALAFCO is built around the idea that better local government decisions come from informed leadership, practical experience, collaboration, and shared knowledge.

Our Structure
CALAFCO is governed by a sixteen (16) member Board of Directors representing four regions of the state: Central, Coastal, Northern, and Southern. Each region is represented by four Board members.
The Board of Directors includes LAFCO Commissioners and Executive Officers representing counties throughout California and provides overall governance and policy direction for the Association.
CALAFCO’s regional activities and member engagement efforts are also supported by four volunteer Regional Officers.
CALAFCO’s day-to-day operations and member services are provided by staff, with legal counsel provided through Best Best & Krieger LLP (BBK). CALAFCO’s work is further supported by committee members and volunteers throughout the state.
