This Citizen’s Guide to Local Agency Formation Commissions (published in 2003) and 50 Years of LAFCO (published in 2013) can help answer many questions about LAFCOs. These guides explain what LAFCos are, where they came from, their legal powers, and how to understand them. They also tell you where to get more information about LAFCos and how you can become more involved with their decisions.
