CALAFCO is pleased to announce the publication of our most recent White Paper: State of the Art on Agricultural Preservation. This white paper, published February 2018, is a collaboration of CALAFCO and the American Farmland Trust (AFT). The purpose of the White Paper is to inform and inspire LAFCos seeking to establish new or enhance existing policies that preserve agricultural land while simultaneously promoting orderly growth and development. CALAFCO wishes to thank AFT for their partnership in this publication and all who contributed to this piece of work.

The 2017 edition of The Sphere is here! This edition features a host of articles on topics of critical importance to our member LAFCos around the state including a special study on a healthcare district, dealing with new cannabis regulations, annexation of islands, the Legal Corner, Associate Members' corner, messages from the Chair of the Board and Executive Director, the 2017 Annual Report, and special remembrances of June Savala and John T. Knox. This edition is full of great information from all over the state, so take a look today.

The Little Hoover Commission, after a year of study, released their Final Report on August 30, 2017, on Special Districts. The report, titled: "Special Districts: Improving Oversight & Transparency", is a culmination of a year-long study by the Commission that included two public hearings and two roundtable discussion forums. The report focuses on district oversight and transparency and has a special emphasis on healthcare districts as well as climate change. CALAFCO issued a press release on the report.

CALAFCO Executive Director Pamela Miller authored one of the feature articles in the CA Special Districts Association (CSDA) March-April Magazine. The article, titled, LAFCO and Special Districts: A Special Relationship Between Two Unique Entities, highlights the benefits and challenges of the relationship between these two entities. It is also filled with information about LAFCo and LAFCo processes. Also discussed are opportunities for the future. The article can be found on pages 18 - 21 of the Magazine.
