Board of Directors Approves Proposed Language to Amend Govenment Code 56133
Broadens LAFCo Authorty to Approve Outside Service Extensions Under Certain Circumstances
For a number of years CALAFCO has struggled with the outside service extension language in G.C. Section 56133. Over the last year the Legislative Committee has worked with a number of executive officers to craft language which would allow a LAFCo -- subject to making certain findings -- to approve specified outside service extensions irrespective of public health and safety threats. Under the leadership of Keene Simonds (Napa), a subcommittee of the Legislative Committee worked to address the concerns expressed by member LAFCos. In March the Legislative Committee unanimously recommended proposed changes to 56133 to the CALAFCO Board of Directors. In April the CALAFCO Board unanimously adopted the proposed language. The goal is to introduce this language as legislation for 2012.

Board Adoptes New Policies and Strategic Plan
Every two years, the CALAFCO Board of Directors holds a workshop to discuss and revise the Association's strategic plan. The Board held its Strategic Workshop in February 2011 in Irvine. The retreat was particularly critical in helping the Board envision the future opportunities and challenges for both LAFCos and the Association, and how CALAFCO can best support its members to meet the future. From that retreat the Board adopted a series of policies that reflect the new regional structure of the Association. A 2011-13 Strategic Plan was then developed and adopted by the Board at their 29 April 2011 meeting.
